e-KTP card is an important element in the administration of residence, and the making of it is a basic government services to the people. In accordance with Presidential Decree No. 52 of 1997 that every resident aged 17 years or never marry must have identity cards. The purpose of writing is (1) to assess and discuss the e-KTP card service policies in Bandung, (2) gather information and develop policies on the concept of e-KTP card in Bandung. Methods kind of research is qualitative research. It can be concluded that: (1) e-KTP, a government program to replace conventional KTP. (2) In the implementation process of service of e-KTP card hitherto runs still found some problems that slow service e-KTP cards to the public, has not increased the quality of human resources, there are unscrupulous village officials (village head) perform illegal fees at the time of taking the e-KTP, and others. (3) e-KTP card can serve as an entrance for the public to basic services such as education and health.
